Design Review Application Process Overview

DESIGN REVIEW & APPROVAL IS REQUIRED for most exterior property improvements and new home construction in El Dorado Hills.  Click for list of villages reviewed by EDHCSD.  If your village CC&Rs are not reviewed by the EDHCSD then you will need to contact your HOA.  Click for list of contacts for villages NOT reviewed by EDHCSD.  Submit a property improvement application prior to starting any exterior property improvement to avoid paying double fees. Property improvements involving the exterior of your home/property include, but are not limited to, windows, roofing, painting, landscaping, room addition, tree removal, fencing, walls, driveway extensions, flatwork, decks, patio covers, sheds, play structures, gazebos, solar, basketball hoops, etc.

APPLICATION FORMS FOR DESIGN REVIEW may be printed out from the DRC Application Forms listed below or picked up at the Parks Building, 1030 St. Andrews Drive.

  • Submit fully completed applications to the Design Review office staff located in the CSD Parks Building, 1030 St. Andrews Drive. Complete applications submitted by 3:00 p.m. on Wednesday will potentially be reviewed during the next scheduled meeting.
  • The Design Review Committee (DRC) meets most Tuesday mornings at 8:00 a.m. in the Parks Building Conference Room. (See schedule of meetings below.)
  • Design Review Division office hours are 8:00 a.m. to 3:00 p.m., Monday through Friday (excluding holidays).

The application process for each type of application is clarified on the cover page for each application.

When an application is listed on a DRC agenda, property owner and/or representative will be emailed a copy of the agenda.  Each applicant is encouraged, although not required, to attend the meeting in which his/her item will be reviewed.  If an application is “Held-Over,” applicant will be notified, by telephone or email, regarding outstanding items needed in order for the DRC to complete the review process and to make an informed decision.  Outstanding items are to be submitted by Wednesday prior to the next scheduled meeting, since applicants have 30 days from date of initial application to have their project approved or denied.

Official Notices of Approval for property improvement items will be emailed to the property owner or authorized agent within two days following each DRC meeting.  Applicants must provide proof of DRC approval prior to being issued a permit by the County. It is the responsibility of the property owner to determine if County approval is required:  El Dorado County Building Department located at 2850 Fairlane Court, Building “C”, Placerville (530-621-5775).

Design Review Committee Membership Opportunity

The El Dorado Hills Community Services District (District) is accepting applications for membership positions on the Design Review Committee (DRC). The DRC reviews property improvement projects and new home development in over 40 villages. An applicant would preferably have a background in architecture, building design, civil engineering, construction, landscaping, or other building industry trades. DRC members are appointed by the CSD Board of Directors and must be resident property owners in El Dorado Hills. DRC members’ primary objective is to serve the community of El Dorado Hills, and, to this end, shall have no conflict of interest or use the committee to promote their personal interests or for monetary gain. If a conflict occurs, DRC member shall recuse him/herself from the vote. The DRC meets at 8 a.m. most every Tuesday morning.
