Noelle is currently employed by the City of Sacramento, where she is a policy and Legislative Specialist for the Department of Utilities. The Department provides a potable water supply from surface waters and groundwater, and serves more than 136,000 customer accounts and approximately 475,000 residents. Prior to joining the City of Sacramento, she worked for CH2M HILL, an international consulting engineering firm, as a Senior Government Affairs Representative.

She received both her B.A. and M.P.P.A. from Sacramento State University.

Noelle grew up in El Dorado Hills, where she attended Jackson Elementary and was in the third graduating class at Oak Ridge High School. She participated in youth sports and other CSD programs and was a member of the El Dorado Hills "TAZ" swim team from 1974 to 1982.

Noelle proudly follows in the footsteps of her parents by serving her community. In addition to being elected to the CSD Board of Directors in 2009, and is the Past President. Noelle has served on CSDA's legislative, elections and bylaws and membership committees. In 2011 she helped launch the Gold Country Regional Chapter of CSDA whose primary focus is to provide trainings for board members and staff locally.

Noelle also volunteers her time with local non-profits and serves as a Director of the EDH Promise Foundation, a non-profit created to support and complement the efforts of the CSD.
